Nothing changes. particles still crossing. I used 300 fps in MAX and 30 in RF. 300 max substeps and 200 min substeps.

I see. I am not a 3dsmax users, so maybe it is not enough to increase fps in order to get a smooth animation. In this case you have to make a new scene with an extended timeline and re-make the animation over the entire timeline, then export the sd-file. In principle the motion steps have to be smaller than the collision distance between particles and the wall of the bottle.
The simulation substeps don't do the trick, you can leave them at min=1, max=300.
