Underwater splash / /mesh/ particles

I'm trying to replicate the attached image of a body falling into water and being seen from underwater. Simple stuff. No wheels being invented, but I can't find on-line how to do it. My attempts are awful. I'm aware that this image is probably a dozen layers composited. I need to get one layer of mesh or particles accomplished as a first step.

Any guidance gratefully received.

If you have 2014, then Hybrido with the new Bubbles emitter.

I'd go for a standard particles system for the bobbles effect. Thinking about the number of bubbles you need for the diver, it is the faster way to go. Fake the underwater look using good lighting, compositing and a fog volume. If you want to use Realflow, you could create bubbles rising from the diver, just negate Gravity, create a Drag field and add some noise for a basic setup. For a nicer setup, you could add in larger bubbles, emitting smaller bubbles etc.

Bubbls in RF2014 hybrido feel more like an alternative for Foam emission or a means to create murkiness in water.
