You can use any available approach and it's totally up to you which method you want to use. Splash and foam particles are stored in Rf's BIN format by default, and they can be meshed. If you want to render these elements as particles, it's Ok as well. Finally, if you decide to apply the RFRK_Cloud or any other volumetric shader then it's possible too.
