This is a common problem, like christian said the sheeter can add to this flickering, but in your case it looks like its down to your low resolution and mesh settings, you can try and decrease your poly size which should help more particles have an effect on each poly. There is a reason that is the best crown splash you have ever seen, and that is because its real and not cg.

This ripple effect would be very hard to replicate and I would be surprised if someone who had spent time on a method to create it would openly share it.

I don't know of any way to create the wavelets like this in the reference, there is some very complex physics going on there. The only way I can see this being done is to post process the mesh from rf. If you can transfer the particle properties onto the mesh and then you may have enough information...
