You understand correctly, two emitters is required because, to achieve that result only particular particles need to be effected by daemons, so if you use melt script (You can find melt script in the forum.), only the particles at the edge of the particle volume moves into new emitter, than the part...

I think it is a kind of melting effect, so use melt script to achieve it. You can not get this result with a single emitter, use two emitters first is high viscosity the second is lower. Add a container and switch your colliding particles with Filter daemon (Condition On Particle Collision) in this new container. This new container contains all colliding particles.
