Just a thought ....

Is your binloader particle resolution setting sufficient to allow particles to be as close together as the ones you imported? Maybe just push that up very high and see what happens

Also up the maximum particles on your emitter, 50000 won't be enough. That will probably be the reason why it stops after 20 frames

I've had similar problems. I ended up not keying the active state , but just setting the force of the gravity daemon to zero and animate that up. That worked pretty well. Cant you freeze particles (and particle's neighbors) colliding with the biscuit geo?(with python)
I'm quite new to RF so I've got no clue what results you will get , but maybe it's worth a try.
